Local governments and municipalities are also a key places where the visibility of energy efficiency is being raised. More utility programs are starting to use the Home Energy Score.

Weatherization and Residential Energy Efficiency on Trial

A recent academic study of a DOE funded low income Weatherization Assistance Program found that the program was not saving enough energy to pay for the cost of the improvements. A wide range of commenters have piled on, emphasizing their own agendas, be it federal waste, the need for carbon markets to allow flexible investment in carbon savings, the inaccuracy of energy models and the need to move to measured savings, etc. And the study is being put forward as if prior energy efficiency studies were all flawed.
