A recent academic study of a DOE funded low income Weatherization Assistance Program found that the program was not saving enough energy to pay for the cost of the improvements. A wide range of commenters have piled on, emphasizing their own agendas, be it federal waste, the need for carbon markets to allow flexible investment in carbon savings, the inaccuracy of energy models and the need to move to measured savings, etc. And the study is being put forward as if prior energy efficiency studies were all flawed.
